Take control of their airspace, borders & develop from within independently without getting involved in international conflict 

New currency & establish control of all companies & imports - exports 

Everything develop to first world standards domestically on their own using education, tools & practices to accomplish 

Don't strike potential enemies so they don't strike you back. Create safe open dialogue & a good reputation of peace & safety - security for a new restructured Africa - for African countries so as to not cause conflict or war & monitor domestic & cross border conflict 

Self - Govern effectively & create quality of life for all citizens
